In an effort to continually improve the EHR Incentive Program for providers and the State, Texas Medicaid makes the following policy changes, effective immediately:
1. Prior to participating in the Texas Medicaid EHR Incentive Program, the provider must follow standard Medicaid enrollment procedures to enroll as a Medicaid billing or performing provider and have an active Texas Medicaid Provider Identification Number (TPI). Click herefor an article on which TPI to include in attestation, and exceptions for certain FQHC and RHC providers.
2. Under the Texas Medicaid EHR Incentive Program, a physician assistant (PA) practicing in a federally qualified health center (FQHC) or rural health clinic (RHC) led by a PA is eligible for incentive payments. These PAs are required to upload the signed PA Attestation Form. Click here for an article about the definition of “PA-led”.
3. Eligible professionals (EPs) attesting in the Texas Medicaid EHR Incentive Program as an FQHC or RHC provider will be required to submit supporting documentation for their attested patient volume. Click here for an article about requirements for the source of these files, where to upload them, and reminders about FQHC and RHC participation in the incentive program.
4. Audits of incentive payments are a required element of the EHR Incentive Program. Click here for information on the audit process, how quickly to respond to the auditors, how long to keep documentation, what to upload to the portal, and special requirements for FQHC / RHC providers.
