New Attestation Authorization Form Required for Medicaid Electronic Health Record (EHR) Incentive Program

Starting April 1, eligible professionals (EPs) participating in the Medicaid EHR Incentive Program for Program Year 2017 or later must complete a Third Party Attestation Authorization Form to designate the person who will be attesting on their behalf for EHR incentives. The form allows an EP to authorize a third party to complete the EP's attestation for incentives and to receive notice or communication in connection with the provider's attestation.

All EPs, including those who are not authorizing a third party attester, must sign and upload this form to the EHR Incentive Program portal prior to receiving an incentive payment. The form can be completed on the computer with a digital signature and uploaded to the Program portal. Alternatively, it can be printed out, signed in ink, and scanned as an electronic file for upload. EPs will be prompted during the attestation process to upload the form through the secure upload function in the portal.

Texas Medicaid Electronic Health Record (EHR) Incentive Program's new extended deadline is May 15, 2017

The Texas Medicaid Electronic Health Record (EHR) Incentive Program is extending the deadline to attest to receive incentives for Program Year (PY) 2016. The new deadline is May 15, 2017. Attestation is considered complete after an eligible professional (EP) or eligible hospital (EH) confirms and submits an attestation in the Program portal and reaches a "payment pending" or "in review" status.

PY 2016 attestations must be submitted by 11:59 p.m. Monday, May 15, 2017.  Appeals will not be considered based on missed program deadlines.

Please note that PY 2016 is the final year in which EPs and EHs can begin to participate in the Medicaid EHR Incentive Program.  If you have never participated in the program and you do not participate and receive an incentive payment for PY 2016, you will no longer have the option to participate in Program Year 2017 or later years.

HHSC Invites Stakeholder Feedback on Medicaid HIE IAPD - Strategy 1

The Health and Human Services Commission (HHSC) Medicaid Office of Health Informatics Services & Quality (HISQ) invites Local Health Information Exchange/Health Information Organization (HIE/HIO) entities to provide feedback on their proposed program that will assist in onboarding eligible Medicaid providers. HHSC is updating plans for this project for review and approval by the federal Centers for Medicare & Medicaid Services (CMS). HHSC is requesting input from HIE/HIO entities on all components of this project, as outlined in Strategy 1 of HHSC's federal HIE Implementation Advanced Plannning Document (HIE IAPD).  For a copy of the original letter with excerpts from HIE IAPD Strategy 1, please click here.

Texas Medicaid EHR Incentive Program Accepting 2016 Meaningful Use Attestations

The Texas Medicaid Electronic Health Record (EHR) Incentive Program attestation portal modifications are now complete and in compliance with the 2015-2017 Modified Stage 2 Meaningful Use Modifications and Stage 3 Final Rule published on October 16, 2015. The Texas Medicaid EHR Incentive Program is now accepting Program Year 2016 Meaningful Use (MU) attestations.

Please note, Program Year 2016 is the last year an eligible professional (EP) may begin participating in the Texas Medicaid EHR Incentive Program. Program Year 2016 is also the last year an EP may attest to and receive payment for Adopt, Implement, Upgrade (AIU).
